Environmental Inspector I

Minimum Requirements:

 Education- High School Diploma with site work experience

 Qualifications- Certified Erosion Prevention and Sediment Control Inspector (CEPSCI)

  • Valid SC Drivers License

    Experience- 2 years

    Under general supervision, performs skilled technical duties. Inspects new construction sites in accordance with the approved plans and specifications for compliance with federal, state, and county regulations. Provides assistance with the Municipal Small Storm Sewer System (MS4) program and the National Pollutant Discharge Elimination System (NPDES) permit requirements. Coordinates with other departments associated with new construction in Kershaw County.

  • Ensures contractors install approved sediment and erosion control and associated approved compliance measures. To include walking active construction sites; checking for sediment leaving property boundaries; ensuring Best Management Practices (BMPs) are installed correctly and being maintained; generates inspection reports that ensure compliance with the approved Stormwater Pollution Prevention Plan (SWPPP).
  • Communicates with developers, contractors, and engineers regarding project site conditions, inspections, reports, corrective orders, notice of violations (NOV), and stop work orders (SWO). Recommends solutions to problems and provides necessary follow-up to verify compliance.
  • Provides technical assistance and information to contractors, engineers, developers, property owners, local/state/federal agencies and others in the planning of new and existing projects and to help ensure implementation of proper sediment control and stormwater management practices.
  • Receives and responds to public inquiries, requests for assistance and complaints regarding construction projects and other land disturbance incidents.
  • Enforces the requirements as outlined in the Stormwater Ordinance, Zoning and Land Development Manual (ZLDR), and any other policy or pertinent guidelines.
  • Assist with the collection and distribution of water samples from the water body to the laboratory facility. Including following detailed protocol outlined as the chain of custody.
  • Investigate illicit discharge complaints and/or track pollutant discharges
  • Attends court hearings and testifies concerning violations of the associated codes/ ordinances, and represents the County’s position in Municipal Court
  • Other duties as requested by the County

     

     

     

    Depending on more experience/qualifications the position could change into:

     

    Title: Environmental Inspector II

    Starting Compensation:  $24.25- $26.00/ hr

    Minimum Education- Associate degree in a related field with site work experience

    Minimum Qualifications-      Certified Stormwater Plan Reviewer (CSPR) or the ability to get it within 6 months

  • Certified Erosion Prevention and Sediment Control Inspector (CEPSCI)
  • Valid SC Drivers License

    Minimum Experience- 5 years

    Additional responsibilities other than those listed under the Environmental Inspector I description:

  • Under limited supervision, assist in stormwater and sediment control plan review

     

    Title: Senior Environmental Inspector

    Compensation:   $29.00- $32.50/ hr

    Minimum Education- Bachelors degree in a related field with site work experience

    Minimum Qualifications-       NASSCO Pipeline, Lateral and Manhole Assessment Certification or the ability to get certified within 12 months

  • Certified Stormwater Plan Reviewer (CSPR)
  • Certified Erosion Prevention and Sediment Control Inspector (CEPSCI)
  • Valid SC Drivers License

    Minimum Experience- 8+ years

    Additional responsibilities other than those listed under the Environmental Inspector II description:

  • Conduct pipe and manhole assessments on County sewer system.
