Code Enforcement Supervisor (Lieutenant)
GENERAL STATEMENT OF JOB
Responsible for planning, organizing, management, review and evaluation of staff and activities of the Codes Enforcement Department. Enforcing animal and litter control for Kershaw County and serves the county in a multi-role responsibility. Under limited supervision, enforces code regulations for the county regarding animals, litter, planning and zoning, and other regulations. Interprets and applies city ordinance regulations when applicable. Reports to the Executive Director of Emergency Services.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Enforcement of state and local laws in relation to the impoundment and treatment of animals; assists the public in locating and handling animals; investigates and responds to public complaints and concerns; patrols and monitors assigned areas; and performs other animal control duties as assigned.
Investigates complaints relating to animal nuisances or dog bites, and endeavors to locate such animals, and also reports of neglect and cruelty to animals, and will be required to present cases before a Judge. Follow-up on prior violations to ensure correction and compliance with codes and laws.
Issues citations for failure to comply with ordinances regarding litter, animal control, and planning and zoning violations for county and city. Explains ordinances and procedures to the public, writes complete, legible, and accurate reports; enters data, retrieves information, and generates reports using a personal computer on a daily basis; fills out written logs.
Plans, organizes, coordinates, assigns direction, provides training and work reviews of assigned staff; prepares employee performance evaluations to ensure accurate and meaningful feedback/coaching; participates in the interview and hiring process; organizes and assigns work, sets priorities, and follows-up to ensure coordination and completion of assigned work; ensures that proper safety precautions are
followed.
Develops and administers the budget for the Division; assists with the purchasing and accounting of property, equipment and supplies; advice on matters concerning facility/equipment related activities.
Develops and implements goals, objectives, policies, procedures and work standards for the division.
Performs animal control officer duties as required; provides technical assistance to subordinates in difficult, technical or sensitive situations.
Assists the District Attorney staff in the prosecution of animal abuse cases; testifies in court as required.
Speaks to and meets with a variety of community, business and educational organizations to further goals of the program.
Coordinates the work of the department with that of other departments, outside agencies and individuals.
Monitors legislation and other developments related to animal control activities; evaluates their impact on County operations and recommends and implements policy and operational improvements.
Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
Works under stressful, high-risk conditions and with life threatening situations.
ADDITIONAL JOB FUNCTIONS

WORK CONDITIONS
Work under adverse conditions such as heat, cold, rain, snow, and alone at night; wear a designated uniform or Personal Protective Equipment and maintain a neat and clean appearance. Must be able to work on call, including holidays and weekends, work scheduled and emergency overtime, and report for duty in an emergency.
MINIMUM TRAINING AND EXPERIENCE
Required
A high school diploma or equivalent and a minimum of five (5) years law enforcement experience with or an equivalent combination of education and experience. Minimum of 21 years of age. Must hold or obtain at minimum (within one (1) year of employment) a South Carolina Limited Duty Class 3 Advanced Certification. Must have a good credit and pass a criminal background check. Must live in the County of Kershaw, South Carolina. Must have and maintain a good driving record and a valid South Carolina driver’s license. Must also pass drug and polygraph testing.
Preferred
Two (2) years of supervisory experience within law enforcement. Previous experience as a Class One (1) certified Officer. Knowledge in domestic animals and livestock.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to exert up to fifty pounds of force occasionally and/or frequently to lift, carry, push, pull, or otherwise move objects. Physical demands are in excess of sedentary work. Work involves reaching, stooping, bending, standing, walking, climbing and balancing. Requires the mental and/or physical ability to safely lift and maneuver not only animals, equipment as well; ability to reach, bend, and stretch; ability to work in an environment which has exposure to animal wastes, animal bites, and various cleaning and disinfecting chemicals and does not possess any severe allergic reactions.
Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange pertinent and vital information to co-workers. Includes the receiving of information and instructions from the supervisor. Includes giving instructions and assignments to subordinates.
Supervision: Demonstrated ability to manage and prioritize personal workload while effectively leading and overseeing the tasks and performance of other team members.
Language Ability: Requires the ability to read and prepare a variety of documents and reports using the proper format, punctuation, spelling and grammar. Has the ability to speak with co-workers and the general public with poise, voice control and confidence. Must be able to speak effectively to large groups. Voice and language must be clearly expressed so that radio transmission can be clearly understood.
Intelligence: Has the ability to learn and apply principles of rational systems such as criminal law in order to solve problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
Verbal Aptitude: Requires the ability to record and deliver information and to follow verbal and written instructions. Is able to communicate by way of two-way radio.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages and decimals; determine time and weight; and apply algebraic principles.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Must have excellent hand/eye coordination. Requires the ability to operate motor vehicles.
Manual Dexterity: Requires the ability to handle a variety of small items such as knobs, switches, needles, medicine vials, etc. Must be able to twist, push and pull knobs or switches, etc. Must have maximum levels of foot/hand/eye coordination.
Color Discrimination: Requires the ability to differentiate colors and shades of color.
Interpersonal Temperament: Has the ability to deal with people beyond receiving instructions. The member needs to relate to people in situations involving more than receiving instructions. Must be adaptable to performing under high stress when confronted with emergency, dangerous, and life-threatening situations.
Physical Communication: Requires the ability to talk and/or hear (talking – expressing or exchanging ideas by means of spoken words; hearing – perceiving nature of sounds by ear.) Must be able to speak clearly and must be able to hear low, monotone sounds such as whispers, blood pressure and lung sounds, etc.
PERFORMANCE INDICATORS
Knowledge of Job: Has considerable knowledge of State Law and County Ordinances. Is knowledgeable of supervisory techniques and methods and is able to supervise officers effectively. Has knowledge of the activities related to law enforcement administration. Knows how to maintain vehicles and related equipment, supplies and materials. Is able to maintain accurate records of policies and procedures established by the department. Is able to communicate effectively, follow the instructions, and give instructions clearly and concisely on occasion. Has the ability to operate and maintain various equipment and machines, operating the same in a safe manner. Is able to work in varying degrees of adverse weather conditions. Knows how to operate two-way radio equipment. Is knowledgeable of radio codes and signals. Is able to work under highly stressful conditions.
Quality of work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interface with all County departments and divisions, co-workers and customers, and the general public.
Quantity of Work: Maintains effective and efficient output of all duties and responsibilities as described under “Specific Duties and Responsibilities.”

Organizing: Organizes work and that of subordinate staff well. Ensures that staff members know what results are expected of them and that they are regularly and appropriately informed of all County and department matters affecting them and/or of concern to them.
Staffing: Works with Personnel Director to select and recommend the employment of personnel for the department who are qualified both technically and philosophically to meet the needs of the department and County. Personally, directs the development and training of department personnel in order to ensure that they are properly inducted, oriented and trained.
Leading: Provides a work environment which encourages clear and open communications. Has a clear and comprehensive understanding of the principles of effective leadership and how such principles are to be applied. Provides adequate feedback to staff so that they know whether their performance levels are satisfactory. Commends and rewards employees for outstanding performance yet does not hesitate to take disciplinary action when necessary. Policy Formulation: Keeps abreast of changes in operating philosophies and policies of the County and continually reviews department policies in order to ensure that any changes in County philosophy or practice are appropriately incorporated. Also understands the relationship between operating policies and practices and department morale and performance. Works to see that established policies enhance same.
